A Troy mother sleeps while her two young children are found wondering around Hoosick Street in only their diapers.
It was on a very busy Hoosick Street in Troy where Mohawk Ambulance E.M.T.'s Stephanie Cattalier and Richard Thompson spotted two young children wondering in and around the road.
Thompson said, "It's something you don't want to see."
But Cattalier and Thompson did see it as they were driving through. So they along with a few other good samaritans immediately stopped to help the toddlers.
Cattalier said, "It was right around lunch time which made it extremely busy - so it was a pretty bad situation for the kids to be in."
In addition to this being one of the most heavily traveled roads in Troy, Friday's cold weather was also another danger because the kids were only wearing their diapers.
Thompson said, "They were obviously young children, a little frightened."
Cattalier said, "We put the kids in the back of the ambulance to make sure they were ok because they were cold."
Police tell us the three year old and four year old got out of their apartment at 119 Hoosick Street and managed to cross the busy road while their mother, 28 year old April Blowers was asleep inside.
Troy Police Captain John Cooney said, "When in the care of children that young, sleeping is not an option as far as we're concerned."
Police say there have been two other incidents like this involving Blowers' kids. Child Protective Services has been working with the mother since the first incident in August. When officers went to her apartment Friday afternoon, they declared it unlivable.
Capt. Cooney said, "Our officers observed what they deemed to be extremely unsanitary, uninhabitable conditions."
The E.M.T.'s say they're glad they were in the right place at the right time.
Thompson said, "You'd like to anyone who came across the situation would do the same thing that anyone who else was there did."
Capt. Cooney said, "By getting involved and not hesitating, these drivers most likely saved these children from imminent harm."
April Blowers was charged with two misdemeanor counts of endangering the welfare of a child. She has been an issued an appearance ticket. Police tell us the children are staying with their grandparents.
