Troy doctor fined $10,000
State hits physician over certification; 2 others cited in sex cases

ALBANY -- State health officials have disciplined three area doctors, including a Troy physician who was fined $10,000 for misrepresenting himself as being certified in emergency medicine.

The state Board for Professional Medical Conduct also took action against doctors in Kingston and Cobleskill for sexual misconduct.
Dr. Mark Schimelman of On-Call Medical Services in Troy was censured, reprimanded and fined for claiming in February 2004 that he was certified by the American Board of Emergency Medicine, according to the state.
That certification is required by some employers, according to the board.
Neither Schimelman nor his attorney returned phone calls seeking comment.
The board also put Dr. Nirmal Parikh of Kingston on probation for three years for physical contact with a patient "which had no legitimate medical purpose." He was also cited for physical contact with an employee of the medical practice where he worked.
As part of his probation, Parikh can treat female patients only in the presence of a chaperone.
Parikh works in the pulmonary/critical care division of Northern Dutchess Hospital in Rhinebeck, according to the hospital's Web site.
Neither hospital officials nor Parikh's lawyer responded to calls seeking comment.
The board also censured and reprimanded Dr. Mark London, a Coblekill radiologist, for sexually harassing at least two radiology technicians at Bassett Hospital of Schoharie County.
London, who resigned from the hospital in September 2002, was also put on probation for five years for "inappropriately touching" the technicians in a sexual manner and making sexual comments to them, according to the state.
London's attorney had no comment on the state's action.
